SAINT LUCIA SOLID WASTE MANAGEMENT AUTHORITY
POST OF ZONAL SUPERVISOR
Applications are invited from suitably qualified candidates for appointment to the post of ZONAL SUPERVISOR at the Saint Lucia Solid Waste Management Authority (SLSWMA).

MINIMUM QUALIFICATIONS
- An undergraduate degree from a recognized university is required. Qualification in natural sciences, natural resource management, environmental management, waste management or similar is desired.
- At least two (2) years’ work experience in a similar position. Demonstrated experience working with communities, government agencies, civil society and the private sector.
- Exemplary verbal and written skills in English. Fluency in the kwéyol language is essential.
- Working knowledge of the Waste Management Act and other relevant legislation.

REPORTING RELATIONSHIP
- The Zonal Supervisor will work under the direction of and report to the Operations and Landfill Manager (OLM).

DUTIES / RESPONSIBILITIES
- Works in close collaboration with the OLM to ensure efficient monitoring and regulation of waste management services/activities; and the enforcement of the provisions of the Waste Management Act, Cap. 6.05 of the Revised Laws of Saint Lucia (2021).
- Prepares weekly itineraries and monthly reports for submission to the
- Directs and coordinates the work of contractors engaged in the provision of waste collection services for and on behalf of the SLSWMA.
- Monitors the performance of contractors involved in waste collection services, to ensure that they conform to contract and license specifications, including operational plans, scheduling, staffing, health and safety provisions; and compliance with applicable laws and regulations.
- Responsible for ensuring that there is appropriate and timely response to public complaints; and that the response is managed in accordance with the Standard Operating Procedures of the SLSWMA.
- Monitors the operations of licensed waste haulers in the assigned zone, to ensure compliance with the conditions of the Waste Haulers License.
- Monitors compliance of waste generators with the provisions of the Waste Management Act, including requirements for storage, segregation, transportation and disposal.
- Collaborates with other units within the Authority to assist with waste management initiatives, e.g., public education and awareness programs relevant to schools and communities in the assigned zone.
- Makes recommendations to management to achieve greater operational efficiency in its services e.g., determining accessibility for service provision and expansion of waste collection services to areas not yet receiving curbside collection.
- Monitors the activities of recycling and material recovery facilities, including composting initiatives in operation at the institutional and community levels.
- Monitors and audits the waste management activities of health care facilities, garages, schools, hotels, government ministries/agencies and other major generators of waste, to ensure that they comply with applicable waste management policies, standards and legislation.
- Liaises with organization involved in waste management in the assigned zone, to evaluate the effectiveness of waste management activities undertaken by the councils.
- Assists in the development and implementation of projects aimed at improving the quality of waste management service provided in the assigned zone.
- Performs other related duties assigned by the OLM and the General Manager.
- Ensures that all tasks assigned are carried out in accordance with the organization’s policies and/or standard operating procedures.

CONDITIONS
- Required to possess a valid driver’s license and to own, maintain and operate an appropriate motor vehicle to enable effective discharge of the duties / responsibilities outlined.

SALARY
- Salary will be within the salary scales set by the SLSWMA.
